The sandy straw field features corner palmettes and a scalloped clipeate portrait of the last Shah in ceremonial military garb, set against a striped background. The portrait is surrounded by a floral wreath with escutcheon pendants. The red border showcases reversing palmettes on curled leaf brackets.
